The Croatian Parliament enacted a bill establishing an open source intelligence (OSINT) Centre of Excellence.
The government’s tasked the Security and Intelligence Agency (SOA) with setting up the centre.
The entity will work as a non-profit expert institution of strategic value to the Croatian state and the international security community. Serving as a hub of knowledge and expertise, it will focus on collecting, processing, and analyzing open-source data to develop capabilities, doctrines, and standardized procedures and methodologies at both national and international levels.
The center will have an international status and interested European civil and military, security and intelligence agencies will be able to contribute to its projects by signing a memorandum of understanding. It will also develop doctrines, standardized procedures and methodologies aiming to increase the efficiency of open source data extraction and interoperability of European security and intelligence agencies.
The Croatian government adopted the decision establishing the center in June 2022.
